APP205053 Reassessment of bioresmethrin, cyhalothrin and fenvalerate
The EPA has initiated a full reassessment of bioresmethrin, cyhalothrin and fenvalerate because information about its human health and environmental risks suggests the risks from its use outweigh the benefits.
The approvals for bioresmethrin, cyhalothrin and fenvalerate and substances containing them are being reassessed under section 63 of the Hazardous Substances and New Organisms Act 1996 (HSNO Act).
Note that the related insecticides lambda-cyhalothrin and esfenvalerate are still in use in NZ and are not included in the scope of this reassessment. They will be reviewed in a later synthetic pyrethroid group reassessment.
These three substances are synthetic pyrethroid insecticides.
We propose to ban the use of bioresmethrin, cyhalothrin and fenvalerate by revoking their approvals. The ban would mean bioresmethrin, cyhalothrin and fenvalerate can no longer be imported, manufactured or used in New Zealand.
These three insecticides have high human health hazards and very high aquatic hazards and we think they are currently not being used in New Zealand. This means they are potentially high risk and we would like to get rid of the approvals for these substances.

Feedback we’re seeking
We’d like to get your feedback on our proposal to ban bioresmethrin, cyhalothrin and fenvalerate. To help prompt your responses we have asked questions for you to consider. We also welcome any general feedback on the reassessment.
While we will consider all information provided in submissions, we are particularly interested in whether these substances are in use in New Zealand. Please provide any information you may have regarding:
- use of these substances,
- the types of products they are in
- the approvals they are using.
